I read about this several months ago, and no way would I ever buy in Colorado. In New Mexico, you CAN collect alll the rain water that hits your roof for what you want. But the moment it touches the ground, it no longer belongs to you.

Central TX is starting to become like the more arid west, and the restrictions are many. But you can collect rainwater anywhere in TX, as far as I know.

As the gov controls more water, it correspondingly controls people. Be aware.
