Crown vetch or white clover are excellent for erosion control. They can take cold, heat, hevy rain and draught. They do not like to be submerged for long periods of time. I found that out on a steepy sloped pond bank whose water level rises dramatically with the spring melt. One plant nobody ever thinks of because it is considered a weed is buttercup. It's root system is the horticultural version of kevlar webbing. It survives anything New York can throw at it, and a lot of things landscapers throw at it to get rid of it.

Just saw a neat show on BYUTV about some guy in Knoxville TN who has socks of material like the snow drift barriers or weed barrier (1-2' diam) he pumps full of leaf mulch compost and sometimes seed and they can put these snakes anywhere and plant in them or just let the seeds grow out of it. My leaf compost shrinks- from 12" to 5" high in a few months so I'd be afraid that would happen- but Mom pointed out that on a slope it might refill so to speak with silt. They built retaining walls and raised beds and covered eroding slopes with these snakes. A garden show can't recall name- on Saturday BYUTV
