So when you attached the tank to the base did you use the 2 plastic washers? If you did, where did you use them?

All those washers do is hold those pretty covers that cover the threads on bolts . Most i have seen go on the ones on the floor i had to cut the threads off to keep the caps from bottoming out so they would snap on . This way your mop don't get caught if there is covers in the tank set too this would be for eye appeal

As someone else pointed out, those big white washers go on the bolts that hold the base to the floor. Their purpose is to secure the trim that hides said bolts. This is a real easy install, by the way. I've probably installed 100 toilets over the years. This was the easiest.

I figured it out - finally. Someone played a trick on me.

The parts bag in the box with the tank are actually the parts for attaching the base to the floor.

The parts bag in the box with the wax ring are the parts for connecting the tank to the base.

I made the mistake of thinking the parts in the box with the tank were supposed to be used to attach the tank to the base, but they don't have anything to do with the tank.
