Our driveway is fairly level and we had a foundation layer of something (I don't remember what they called it, but it was finely ground gravel) and then regular gravel. It is a nice hard surface, but weeds and grass grow up through it. The rain is not a problem. We have a weed torch, but burning doesn't last long, so we gave up and just keep it mowed. Our gravel is packed down hard enough that mowing on the highest setting does not stir up any gravel.
