I also got 10990 and I even did it on paper longhand! Took me a couple minutes though.

7 girls x 2 legs = 14 legs
7 backpacks x 7 girls = 49 backpacks x 1 big cat = 49 big cats x 4 legs = 196 legs
49 big cats x 7 little cats = 343 little cats x 4 legs = 1372 legs
14 + 196 + 1372 = 1582 legs

We are left to wonder, from the wording of the question, if the backpacks & cats are actually on the bus. A possible correct answer is 14, as we are told there are 7 girls on the bus.... We don't know that all the other stuff is _with_ the girls, just that they own those items, perhaps somewhere else.
If we are to assume everything mentioned in the story is held by the girls _on_ the bus, then:
7 girls x 2 legs is 14 total legs.
7 girls x 7 backpacks x 7 big cats (that's 343 big cats) x 4 legs per big cat is 1372 legs.
343 big cats x 7 little cats x 4 legs is 9604 legs from little cats.
Total is 10,990.
But, I still think it tells us there are 7 girls on the bus, so my answer is 14.
It also might be a discriminatory question, as amputees could well be offended by the assumptions we must make.

Only 1 was going to St Ives. The rest were heading the other direction.
