Thank you. This is exactly what I needed to know. I have emailed the State and received an email back. The person I got in contact with has sent my email to the proper authorities.
The bridge they have been seen on numerous times is very isolated and very high above the actual creek. We are the only house that can see the bridge and we can't see it in the summer time when the trees are in full leaf. This is a very isolated road with minimal traffic. Considering the fish were dead I feel that my assumption that they were DUMPING is a logical assumption.
We will catch them and we will make sure they are held responsible for what they have been doing.
