Jill - Sorry to hear about the injured horse. I think used tin roof is the best way to go if you can. If you decide to go with the hooped tarp over cattle panel, then I strongly suggest you place lengths of black foam pipe insulation along the outer edge of the panel. Then fold your tarp over to fasten on the underneath side. This will stop the wear and tear from friction along the rough wire panel edge and make the tarp last much, much longer.
