You don't own the water that flows thru a stream on your land, you can't dam it and prevent those down river from using it, why would you own the water that lands on your roof? Each drop is it's own little creek flowing down stream. No difference in principle.

Here in CO the "govt" doesn't own the water, water right holders own it... mostly farms and ranches tho some municipalities hold water rights as property like anyone else.

a friend of mine was just saying how easy it would be for the feds to tax our air by attaching monitors to determine how much air we breath per minute and then taxing us for our personal use... something from a sci- fi book or something and not at all far fetched huh???

Around here that's how most folks get their drinking water. Not many streams and no county water supply, if they didn't collect the rainwater for their water supply they wouldn't have any water at all. There isn't any runoff either. Rain on lava rock disappears instantly.

Will they pay for flood damages or lost work that rain causes or damage to a concrete pad that got rained on? If not then they don't own it.

I dunno. I live in SE Nebraska. I collect old bathtubs and other things to catch the run-off from rain. These are set out so the goats and chickens can use the water. We have 'rural water' here, but I let God water the livestock. I figure HE knows where he wants it to go...

The good news is that we can all choose to live where ever we care to. I know there are jobs, family, etc that will influence those choices, but it is still a choice.

I moved out of MN in order to rid myself of over regulation of the Twin Cities metro area.

What can I say.....sigh.

Glad NC doesn't claim rights to rain. Rain barrels were encouraged during last years droughts.
Of course, when it floods the citizens look to the gubberment for money/rebuilding/replacement costs.
