What do you want to float with plastic barrels? A dock?
A guy in Mexico made an island with plastic bottles. Search "spiral island". He sort of had an ecological disaster after a hurricane tore his island apart and 250,000 plastic bottles were released into the ocean. I guess he is building another one. Whether he calls it an island or another release of plastic bottles floating across the world it's another one.
