What you are doing is not only asking for a zoning change to be able to have small farm animals, have green houses,etc. BUT also to make it a commercial endeavor. I think that'll scare the council right out of their socks.

I'd remove all that. The rest sounds great.

What I don't understand is why you moved there in the first place if you wanted to "farm" and knew the zoning??

Based on your description of your neighborhood, I would tear up the letter, put your place up for sale and move farther out. You're a square peg trying to fit into a round hole where you're at now, IMHO. I've dealt with enough county grunts to know where they will file your letter.

One other idea - how about the greenhouse attached to part of your house? Wouldn't really count as a separate structure ...
