I woukd be upset if I were you. The old lines that are not well maintained are often the frst to go down in other than optimal conditions, ( Snow, Wind , Rain, Ice, Tornado, Huracane, Grid wide power outages) these lines are the main stay of the area. I am going on. You Know. I'm shutting up now..
Back to Goats...

I was upset to find ATV riders using my utility easement as their playground. A neighbor said there is nothing I can do about it as an easement is public property. What do y'all think?

An easement is NOT automatically public property. As I said in an earlier post, read the actual language of the easement in the titlework.

Yes, an easement is definitely NOT public property. An easement represents one right in your "bundle of rights" as a property owner. The "fee" owner or true owner of the property has to convey the easement to the easement holder, who typically buys the easement rights. The fee owner still "owns" the land, but has simply given (sold) one of his rights away as a landowner. Just because the easement crosses your land, does not mean that the public can trespass, use it, etc..

The easement is NOT public property. It only lets the utility co have access and they are Not the public.

Tell your neighbor to go play in traffic!
If it is them doing it then call the sherrif and turn them in.
They will understand that better.
