If you are making about $17,000 a year, why not move to the mid-west and make the same, but the cost of living and land will be cheaper.

Also check out the USDA rural development loans (it doesn't have to be a "farm"). They have a special program for low income buyers. I don't think it's hard to qualify, just paperwork. They even offer some crazy interest rates sometimes like 3%. There are also grant programs through local housing authorities that will give you the downpayment money. Call your local farm service office and housing authority (these are the people that put together the section 8 housing,etc.).

Generally the cost-of-living and the price-of-land tend to rack along together.

Depressed economys with lower cost-of-living and lower wages, will usually also have cheaper land.
