i have heard differing opinions on that. some feel a tree needs root mass to support canopy growth. if you reduce the rootball, you should reduce the canopy.

Yes, with most plants you want to prune when you transplant. First you root prune, then when you transplant you prune the unwanted and unhealthy growth. I don't think you need too worry much with cedars though. Your main concern should be water and a good hole with good soil.
