There may indeed be some statute on the books, but realistically, enforcement is likely nonexistent, unless the offending person is a real piece of work. Statutes such as this are put on the books for a reason. Officially, the reason is lack of permanent septic facilities.
Opening a campground will likely be far from a simple undertaking. I'd have to think even in Missouri you'd likely need reasonable infrastructure improvements once you engage in business pursuits. The first thing that comes to mind is a septic system capable of handling the capacity of the campground. Of course, you'll need running water, a water heater and some electrical service.
Check with the powers that be at your county courthouse to see what requirements there are for opening a campground. Perhaps all you need is a sign. Probably not.
I happen to think the real money earned at campgrounds is NOT from the occasional tent campers passing by, but rather from the seasonal RV/trailers that rent the spot for the season. Around here, the campgrounds rent out to RV/trailers by the season at rates of over $1000 a pop. As you might guess, this provides campground owners a needed measure of financial stability, which for any business, is the name of the game.
Another poster brought up the issue of security within the campground and problems with drinkers/drugs/noise/etc.
These are real issues that must be addressed. One would rather have a clientele of stable family types than the drunken/rowdy/meth addict types.
Remember. If it were easy, everyone would be doing it.
