Dirtslinger (haha! I won't go there ), we use a sawdust toilet also. A small amount of water works better than half a roll of tp. If you are concerned about the moisture content, just use a bit more sawdust. Our compost heap is always wanting more water. It gets pretty hot in there.

I've been using cloth for years now. Its far superior to paper and makes more sense to me. I just keep them in a pail and wash them. Not a big deal.

Seriously, we don't flush our TP because our septic is old and we don't need that hassle of it clogging up. We do the trash can next to the toilet routine and burn it. We also have two kids in diapers, which has taught me that if TP was not longer available we'd use a separate supply of baby washcloths. If baby has a blowout, we think nothing of using a washcloth then.

Sage is sacred to the Lakota; but the Blackfoot tribes used it as TP I understand. I'm trying to imagine how, though. Maybe I've only seen small sage...?

Romans used sponges on sticks! Wash, dry, and use forever. Saw several History Channel shows where public toilets all had sponges... btw...the had communal (open seating ) toilets.

Water hose, spray nozzle, drip dry or stand in front of a fan or even let it hang out the window...

If the SHTF I'ld be in trouble!!!! I like my tp. Even washcloths would wear out eventually and what if water was an even more precious resource than paper??? Lots of stuff to consider.
