pipe busted under frozen ground??

There IS a shutoff at the main meter....we have it shut off. Issue is that it shuts off water to the whole house! There is an additional shutoff to the house water, that keeps that outdoor water running, but no shutoff to the outdoor water to keep the house water running. That was the issue.
Well, it's been almost 24hrs since he did the repair...it's almost showtime. Fingers crossed everyone!
