Animal Feed Safety System???
I did a quick search and found reference to the "Animal Feed Safety System", (AFSS) an FDA reg that is supposed to be implemented around 2006.

"Component # 3 – Process Control for the Production of Feed Ingredients and Mixed Feed
Objective: To ensure the safe manufacture, packaging, storage, distribution or use of all feed ingredients and mixed feed.
Scope: Firms and individuals involved in manufacturing, packaging, storage, distribution or use of feed ingredients and mixed feed, including on-farm operations."
I bought feed yesterday and no one asked any questions...then again, I paid with my debit card.
Suppose it's time to fit up the rest of the fields for feed. All of these regulations are getting to be a pain in the...well, just remove the letter 'F' from 'AFSS'.

Thanks for that link! Another one for me to bookmark. Looks like I'll need a section at the stopanimalid website for the bioterrorism feed act, since it's going to be so intertwined with NAIS.

I bought 400#'s of feed today, and I asked if they knew about the NAIS ~ nope, had no idea what I was talking about. Knew nothing about registering for feed purchases. I explained a bit, and I got the feeling the man was thinking "This lady's lost her marbles". He says "I've been very busy with a different issue ~ Diamond has had a recall of all their pet food." I pointed at my chest and said "Um, I'm the one who told YOU about the Diamond problem, even before your sales rep knew about it, remember?" Maybe that gave me a bit more credibility, because he instantly became more receptive. Anyway, he knew nothing. He told me I better calm down before I give myself a stroke.

Well i live near Jackson, MO, and bought feed a week or so ago, and they did ask for my name, address, and telephone, they wrote it on the paper slip, but didnt enter it into the computer while i was there. They always ask for a name to put on the slip, even paying cash.
I didnt ask why they asked for it this time. This was a MFA feed store.

We've bought horse, chicken, dog, cat, exotic bird feed...from 4 different stores. Not one clerk or store manager had any idea about this...no one asked for any additional information (paid by check, debit, cash and credit cards....)
On the other hand, I've been asked for name, driver's license number, phone when I've bought "personal items" using a check....not sure of the NAIS connection, but must be more important than the feed we buy for the animals.

I bought feed yesterday at my local family-run feed mill - no questions. Then we went next door to the TSC (Tractor Supply) - there is a big notice on the door before you go in, stating that due to government regulations they now have to have your name, address and phone number if you buy any animal feed! by order of the Department of Justice! I asked the cashier about it and she said it was in case of contaminated feed. Uh huh. What exactly does the Department of Justice have to do with contaminated animal feed? Would that not fall under the Department of Agriculture?
Know what really scares me? This is Canada.

I suppose I would technically be assisting in the manufacture of feed...then again, Mother Nature is really the one doing all the work so I hope she's filed her paperwork.

Perhaps They are paranoid is that why they don't let anyone know there location.This registering to buy and or grow? animal feed is scary stuff.

There are other reasons for buying at least some forms of feed, other than feeding animals.
I am an organic gardener. Each autumn, I collect the bags of leaves that others put on the curb. I come home, shred those leaves, and then put them on top of my raised garden beds. I then buy a 50 pound sack of cotton seed meal for each of my 50 foot long beds, and spread the cotton seed meal on top of the beds.
Finally, I take a fork and mix the top layer of soil, ground leaves and cotton seed meal altogether and let it compost over the winter.
You can't just mix the ground leaves into the soil alone, because they will steal needed nitrogen from your vegetables or flowers in the springtime. You have to mix some form of nitrogen (e.g., blood meal, soybean meal, or my choice -- cottonseed meal) to provide extra nitrogen for the leaves to use in the composting process.
Geez, if they are looking at the sale of cottonseed meal, then they might think I have some kind of farm animals, when in reality I have none.

I know this is old and I should've responded to it earlier, but folks - everyone on this board has the right to express their opinon - even if they have a few posts.
Nobody is an expert here or more "aware" if they've been on the board longer or have a specified number of posts. Same is true for newbies - we're all in the mix.

Same way with the MFA in Moberly, MO. My dad bought some bird feed the other day and they had to have the personal info for that! Not to mention the kid at the register was a punk and apparently got a little smart at the mouth.
