One thing that helped me when I was trying to figure this all out was to look at the 'bands' that you can see in the hoof. If you move the hair at the top of the foot, they are usually a little clearer. The ideal is for the bottom of the foot to be parallel with those bands. You probably won't get there right away with her, but it's something to aim for. I'd try trimming more off her toes at the moment and leave her heels alone for now. Sometimes you have to trim the feet a bit funny to get the hooves to sit correctly and wear properly.

The first thing I would do is clip the hair real close so I can see the coronary band just above her hooves. You want her finished hooves to be parallel to this band.

Next, start slowly taking off a little at a time, waiting a week and taking off a little more. Doing this lets the blood veins receed between cuttings.

Every PC that I know has Paint on it, that's what I did these with. Important note is that this is APPROXIMATE. You will have to see if the foot can be taken down this far by cutting slices off at a time and see where you are. Any flap that is rolled over can definitely be removed. Just cut everything down until it is flat and even and there is no "edge". Then you can pair down the soft middle part until it is all even and flat or use a rasp to rasp it down.

I'm on a Mac and they don't come with a paint equivalent program that I'm aware of. :P But, everyone has given great advice I think.

No suggestions, but thank you for posting the pics and asking for help. We have one doe with back feet that are just a pain to keep trimmed plus she's a kicker. This discussion is very helpful and I hope it continues.
