My advise is focus on one or the other for a few months. If that means you sell off your chickens do that, or if you choose chickens over goats sell the goats.

When you don't have proper fencing it can be a total nightmare to deal with any kind of animal. Another thing you could do is get some cattle panels and make a chicken pen inside the goat pen. Chickens can get through a cattle panel where as goats can't, you could also build a gate so you also can enter the chicken pen but the goats can't.

As far as the goats not drinking water I can assure you they probably are. Otherwise you would have some pretty sick goats on your hands . Take a DEEP breath and just breath, the first few months when you are doing something new can be so hard. It sounds like you are tackling TWO new things which will make it twice as hard. (((hugs)))

Goats may not be for you.
And that's ok.
It really, truly is.

Goats aren't for us.
We got goats.
We hated goats.
We don't have goats.
We are happier.

In theory, goats would have been awesome.
Milk. Cheese. They eat things so I don't have to clear them.
But.. the sound they make triggers DH's 'daddy alarm' and he got an adrenaline rush about a thousand times a day. He would eventually stroke out or something.
And they were just a bit annoying.
It was great as I was bottle raising them, not so great as they grew up.

If you aren't happy with goats, don't put yourself through it.
If the birds are out of hand, downsize and rework the premise.

Do what you want and like and only what you want or like.
It's ok.

I know zero about goats or chickens but I do know human nature. I suspect that you got into this situation before you knew what you were doing. Now, you're frustrated.

Get rid of the goats until you are fully prepared to have them, both in knowledge and equipment. Either downsize the chickens or get rid of them until you are prepped to have them with, again, knowledge and equipment.
