All the goat people I've ever met have been the type who LOVED talking about their goats, if anyone acts a little bit interested even! I wouldn't be freaked out by the letter, but since you are neighbors, you ought to get to know them anyway. I'd try to catch them outside and just go say "Hi! I'm Laura, your neighbor down the road there, and I've been admiring your goats for awhile now! Would you tell me about them, if you aren't too busy? I'd love to get some goats, but I need to learn about goats & how to care for them." And see how it goes... I predict you'll be there for hours! LOL
