Mycroplasma arthritis may be the culprit. You could use Lincomycin 300.

Baby pigs need their iron in the first three to five days of life. When they don't get it, it does set them up for problems later on. Eating dirt for adults or "teen" pigs is great. But babies..not so much.

If you ever noticed that he had his legs spread a ways apart..even before he had trouble standing..you may be looking at splayed leg. But with the swelling .. I think he has mycroplasma arthritis.

Hope he improves greatly for you. Was he the runt by any chance?

Look, not trying to sound smart but if what you have been told and have tried have would have worked you wouldnt have came here asking for advice.
LA200 is a different type of antibiotic, try the Penn, if that doesnt work then yes, quality of life is more important than the guilt of feeling bad because you cant fix everything that goes along with raising livestock.
Best of luck.
