I've never made one for a goat, but the horse type have a rubber cup with holes attached to a halter. Does Frankie mind a goat halter? Maybe you could attach something like a plastic tupperware/cottage cheese container with a few holes for ventilation. It probably wouldn't work for him to eat through but you could put it on him part of the time to restrict eating. It would need to be loose enough for him to chew his cud. And be able to drink.

Here's an inexpensive muzzle for a dog but it looks like it would be comfortable and fit a goat.

Oh, wow, just checked the jeffers livestock page, they make one for sheep. Who'd a thunk! and its only $8

Maybe it will go over better if you let Frankie pick the color? You could find color-coordinated leg warmers for his treadmill workouts ;-)
