I did google tying out dogs and it isnt illegal in Idaho. But then neither is breeding dogs for dog fighting either!
But it is illegal in CA, Conn, Nev, TX, VA, WV, Ark, AZ FL, NC, GA, OH, OK LA, and Miss. And various counties in other states.
So....just for info.

It's your property, do what you want.
I have 4 goats and they are together. They have shelter and are in a pasture, with the horse. The horse loves them and they play all day, chasing each other and climbing the hill.
I have never tied a goat out, but can see that it may be a problem. But the bottom line is, it's your animal and you can and should do what you want. I'm not saying not feed it or treat it poorly, that's abuse (that does not seem to be your intent).
Of course I would never bring a farm animal into my house and not in my bed. But again, that's not my business and if someone wants to, it's up to them (would never eat supper at their house).
You may want to think about getting another goat, just for fun. It's a blast watching the goats play!
I also have meat goats (boers) and fainting goats. The fainters are nice animals too. They don't jump over fences and are nice to work with. The two that I have are very good natured.

Not going to bother looking up the other states because I dont care about them, but that is not exactly true about Texas.
The law is to prohibit a dog on a short tie. Ten feet or more is legal. As long as the dog is not injured by the tie out.
A long chain on a complete swivel gives a dog much more room than in a kennel and they use it all.

Ive lived in more then a few states you list, and have always seen dogs out on leashes. There must be more to the list then youve given, such as specific cities in those states, or perhaps it just isnt enforced, I dunno.
Ive known lots of people who have kept single goats staked out for weed control usually. I have to agree it isnt the nicest way to raise a goat. I also agree it can be dangerous. I have kept my new goats on ropes as I built, then rebuilt their pen. Two of them did ok, one kept tieing herself up bad. Shed spin around in one direction only, until her rope is 1/4 of the size, and shes getting lightly strangled. Perhaps with some type of swivel it would be ok, but I could see it being dangerous... Goats definitely want other goats around.
All that said, even though I wouldnt raise an animal like that long term (I wouldnt raise rabbits full time in cages either as many here on this forum do with noone going wild over it) many do and probably have as long as humans have raised animals. If this goat has a decent diet and clean water Id say its still a step up from factory farms conditions. I dont think its terribly nice to gang up on a poster over it... I think it is GREAT that many here want BETTER conditions for their animals, but I cant fault people to much who do such things, presuming the goat has a decent diet and always has fresh water.
Like I said over in the rabbit section many see no issue raising rabbits in little cages their whole lives. It seems awfully mean to me. Although I do keep my males in the largest cages I could find through breeding cycles. Few seem to question this at all, and I guess I cant speak for a goat, but if I had to pick between living in a tiny cage or on a chain out with natural forage, Id probably want to live out on the chain...

I've been rethinking- if you ran an overhead zip line for the goatie with a short enough lead that he can't get tangled, but long enough that he can still graze- that could work. The zip lines usually have a spring in them, too, as a shock absorber, that if the goat runs out to the end of his lead, there's really just a little more lead there. Not so much shock to their necks when they hit the end. It's also harder for your children to get tangled in the lead this way, if they go out to pet the goat.
I did at one point have a goat that had to be tethered 24/7. She was a little tiny thing. Cashmere. I adored her. She would jump any fence we put her in.
