Question: Can a grade A goat dairy sell milk that's CAE or CL positive? I would think because of pastuerization they could. If so, what would be wrong with fully disclosing the health of the critters and sell them to a dairy?

Milk produced in dairies is NOT tested for CAE or CL. There are raw milk dairies, too.

Does anyone here know how long CAE germs survive in refrigerated milk? Somewhere in my reading I saw something about the survival time outside the animal at lower then body temperatures, but I can't find it right now. But I don't think it was very long.

CAE doesn't survive very long outside the body in blood (or saliva, etc). Why we don't hear of blood to blood, etc. transfer. It is easiest transfered through colostrum into the pre-ruminant stomach and then through milk. I, personally, wouldn't trust unpasturized milk that's been frozen for 5 years.
