They can't reach the bungie while lock into the stand and thats the only time they have access to the area

In fact we have to make sure that the goats can't get to the bungees while on the stand. Its not a problem of them grabbing them and running off with them, it a problem that Tally in particular has a deep love of bungee chewing and can chew one in half in no time flat.
