Sometimes doing the "Right" thing isn't always the most popular course of action. Speak up and speak up constantly if it happens again. Get ahold of the local Humane Society, call the police, help the animal "disappear" if nothing else works. If might not be popular, but you won't have to have a guilty conscience. You will know you did EVERYTHING you possibly could have done.
