First guess would be a sewing notion drawer that you have stood upright. The thread bobbins would fit on the "bottom"

I have no idea, but it looks like it was made to lay down flat. I looks like some type of rod was meant to lay in the indentations at the bottom.. Not stand upright..

Or, it could be those are there to get your fingers around what ever fits in the slots.. .Interesting that the horizontal dividers are so thick, yet the vertical ones are so thin..

And the key tag hangs down in the notched part so you can see which keys are available at a glance...

AHA!

What I've seen is the same sort of thing, but in an old railroad ticket office, where they'd have some tickets to be hand-written, some to be hand-stamped, and even some pre-stamped to be pulled off blocks stored in the bottom boxes. The most frequent would be dispensed by machines, but sometimes also from the pre-made blocks, or from rolls.
