landscaping question : Mulch , raised bed

I'm planning on putting two hedges in my backyard . Not sure what order things should happen . Planning to use eight inch x 12 blocks , for the raise bed. Do I install blocks first , dirt (4inches) , shrub , (4 inches ) of mulch . or blocks , shrub , mulch . I guess i'm trying rush planting the shrubs so that they can get to full height . shrub , dirt and mulch is cheaper than the blocks.
