Need some advice on stray dog issue.

My husband and I live in Knoxville with our two adopted sons. We are in the process of land searching for our first attempt at homesteading.

Thank you for responding! I have a serious problem with stray animals in this area and wondering if it's as bad in surrounding counties?

fentress county here. There are places in the county where stray dogs are an issue. Not so much here. There used to be.......

What is your question?

Im from Hawkins county, weve had issues in the past, lost some chickens to one a year ago.

I'm renting a place just down the road from my property. I currently have 3 dogs of my own (all are neutered).
In the 8 months I've been here I've seen 3 dogs run over, 4 cats dumped and 1 cat and 1 pup froze to death.
There is 1 female and 1 male that were here when I got here and 1 male that was dumped about 4 months ago.
When I first got here the female had a litter of 6 pups. She then gifted me with a litter of 8 on my front porch!
Apparently these dogs are being fed scraps, food etc from all the neighbors and they roam a large area.
I kept a kitten that had been dumped and have had her spayed (excellent mouser). There are no resources in this county to deal with this and I certainly cannot spay or neuter every animal that ends up here.
I guess I'm asking how you guys would deal with this?
