Must be fake, I've heard the government doesn't do anything for small farms. Besides, someone will probably stick a RFID on your truck while you are in the meeting, so the government can track where you live. 
Seriously, I think that information like this for those that do want to succeed in today's world. This is Homesteading TODAY. Those that want to recreate a small farm based on the 1930 model, is not homesteading today, may find useful information in an agriculture history book.
