Pretty much what WR said, did the seller list it as "playable" condition, if so send it back and get your money back!

Otherwise, google how to clean and repair one?

Check the springs. Perhaps it/they are missing/broken, or something's jamming the chord bar. They're located under the chord bar (one on each side of each chord bar).
