IL Animal Compensation financial info?
I am in IL and a fellow in town thinks it's OK to tie his dog up with bailing twine. When the dog gets loose it comes to my hobby farm and kills whatever birds it can find. He got 5 chickens last night. That brings this years total to 11 hens and 4 ducks.
I've called the town but he's the town drunk, never hurts a flea, that dog's his best and only friend and they aren't going to do much about it. The village has offered me a live trap, but when he gets out every 6-8 weeks or so it's not going to help. I have a call into the sherriff now to file a report.
Does anyone know how much this guy owes me for my dead livestock? I've been trying to google it but I'm not getting any results.

I'd buy him a chain.
I would check your local Craigslist and classifieds to see what the going rate is for a full grown duck or laying hen, prices vary. Out here you would be lucky to get $10 or $15 for a layer. If they are a specialty breed you could tack on a bit extra.

Do you have an animal control officer worth a darn in your county? That's where I'd start. The one here will knock on the door and give the guy a talkin' to; and if things aren't right with the care and welfare, he'll make some calls to the state investigator. There are tickets that can be issued, too; but I don't recall the grounds.
The cash value of the livestock has little bearing on having to start over, and over, and over again.
You might consider strengthening your fences, too. They're not just made to keep things in, but to keep things out.
It's extremely frustrating, I know. You have my sympathy.

We don't have a dog catcher any more and the county won't come out to any village unless the dog has bit another dog or a person.
So I called the Sheriff.
Sheriff came out and went down to talk to the fellow and darn near shot the dog for charging at him. In the end the guy got a citation and he said he's giving the dog away to the Humane Society or someplace that won't kill him.
As for fences....we're in town. Getting variances to go about 500 feet would be costly and it would take forever to get the official OK. Remember, this place can't even figure out how to get a dang dog.

Depends on what you think of the guy? If you're of a mind to, catch the dog, and make a believer out of him not to come back and kill your yard carp. Yeah, you can beat him severly with one, or by whatever means necessary, but they have to associate that with the bird. You have to make the beating severe enough to make it/him/her a believer to not ever show up again, or they will die!
If you can't, it might be best to SSS?
Personally, I've had dogs parade through pens of calves. Had them bouncing off the sides. I didn't want them back, nor did I give them a chance.
One dog will stay home, two dogs will roam if they don't have a job to do. Homesteaders need to realize that!

I got paid after a neighbor's dog killed a couple goats. The money came from the money the county collects for the dog license. I got paid because, although I "knew" it was the neighbor's dog, I didn't witness the attack and could not have proven it was his dog that did it. Therefore it was an attack by an unknown dog and I was eligible for payment. If I had seen the dog do it, the county would have given me nothing.
It took months to get the money. Apparently they only pay once a year, at the end of their fiscal year, and only if there is money left in the account. I hounded them or I'm suspect I would have gotten nothing. They have a set value for livestock, doesn't matter what you think they are worth. I got like $12 an animal (it's been several years).
Sounds like you aren't eligible for payment by the state. Small claims court is about your only option if he won't pay a bill you hand to him.

You describe him as the "town drunk", do you think you're going to be able to get any money out of him?

My personal experience here is to suck it up and critter proof your run and chicken house.
Being in town really complicates the problem.
