American Oil Beetle

I went out today after three days of down pours. Over three inches in that time period. What I planted as Roma tomato's are looking like cherry or miniature romas. Now I have a whole lot of small tomatoes but here is the heart of the post. The leaf's have been eaten. Looked like a horn worm damage. Looking close I see these beetles. Lots of them. I want to grow natural so I start smashing them. There are some black looking balls on the leaves. Are these eggs or poo? Will neem kill them? Can anyone help? I hope this is in the right place.

I don't know what kind of thing you've got going but I use only powdered hot peppers for insects or rabbits.Once they get a taste they bail out!Good luck.
