Very few 3ph have down pressure. Generally it would mostly be a bad idea....
A blade won't dig hard ground.
You adjust the top link longer to make the blade more agressive and bite into the ground better.
Most blades you can turn around and use the back side to make them very gentle, finishing up spreading loose dirt very smoothly.
Angle the blade to smooth dirt, get rid of wash boarding - ups and downs - as the angle takes out those washboards, mover dirt to the left, then back to the right, and a smooth finish.
You won't really be able to bite into hard ground tho, it is not a bulldozer, just a simple 3pt blade.
Your tractor is operating correctly, the 3pt should float.
