Special pruning shear ?

Is there a type of large pruning shear that could cut level with the ground? The operator would make the cut while standing. I've got some giant ragweed that I want to cut off right at the ground.

You need a Sling Blade or just a good sharp Hoe

I would use a machete or what the above poster referred to as a Sling Blade.

Not sure how tough your ragweed is, but my thoughts would be...
Hoe or scuffle hoe,
Garden spade (just angle in at ground level, and pull back),
Garden Weasel or Weed Popper,
or search for something like one of these Fiskars products.

A machete would take much less effort and time and way more efficient than any kind of shears. A swing blade would be even better, but the newer ones don't hold up like the old ones.

We used a large heavy duty weedeater with a saw blade to cut Christmas trees Didn't have to bend down at all. Worked great....James

Articulating hedge trimmer attachment for a KM190 Stihl...probably have neither though...but it does work well!

I've heard of people cutting the front of a push mower off exposing the blade. That should handly any kind of weed but would be really dangerous for any person or animal in front of the mower.

It's funny you say that, whenever I have to slice a tall weed I alway steer my mower into it with the opening hitting the weed...works quite well.
