Do I have some type of Blight in my garden?

My tomatoes and several type of beans have leaves at the bottom of the plant that dies and dries and over time the leaves keep dying until the plants die. My tomato plants remind me of tobacco that has been left in the field, Dead leaves 1/2 way up the stalk and several plants have completely died. Some of my beans looked so bad I tilled them in before they were ready to pick. We been getting more rain than last year and I did not have this problem last year. Some of my beans have rusty spots all over the leaves. My garden is high enough that I feel they did not drown. What is your thoughts? What should I do? Thanks

Isn't that "wilt?" There are several kinds of wilt.
