Here's a trick that might roughly do what you want. Lets use the screen you're currently looking at right now, assuming you're using some version of Windows.
In the bottom left of your screen...
-Go to START>PROGRAMS>ACCESSORIES>PAINT.
-Open the "PAINT" program, then minimize it so you are back to this screen
-Hold down the CTRL key, then hit PRINT SCREEN.
-Maximize the PAINT program.
-On the PAINT program, click EDIT, then PASTE.
A picture of the screen you are looking at will be pasted into the PAINT program where you can draw simple lines, text, etc. You can do the same thing with some more elaborate programs that will let you do fancier stuff, but this is just an example and I figured you should have the PAINT program on you're computer. You can do the same thing with pics you're looking at, etc. Just be sure to save your changes in the PAINT program before you close it. Or, if you goof up just close the paint program, re-open it, and re-paste the screen. Hope this helps.
