It's still on the books, but not really in effect anymore. Reason being any and all land that's feasible for the program has been snatched up. Without water rights, cultivating/irrigating any desert entry lands is not going to happen... I don't know, but I'm thinking that every water source in the 'desert areas' has been over appropriated... more folks with water rights than there 'is' water.
If you're thinking about BLM or 'public lands', I'd recommend contacting BLM offices in the areas your interested in, and request being put on their 'surplus land' sales list. The govt sells detached properties (not contiguous to large tracts) all the time, for very low prices. Back when I was looking for a 'western retreat', I was on dozens of BLM office lists... and would get mailings quarterly about upcoming sales. Some of the tracts had just simple prices on them... take in the cash, and it's yours.... some were still up for bids. Some desert tracts in W Utah were going for 30$/acre (and this is in the late 90's).
Just last year, the last mailing I got (you get purged if you don't request to remain on their lists), there were several tracts abutting a wilderness area, couple hundred acres. Looked at google maps, and below that tract were some huge agricultural concerns (center pivot irrigation). I could really have loved that tract, but having a farm on one side sorta spoiled it.
