You cannot until you've been here awhile and have a certain number of posts. It's a two fold requirement. Only the owner of the site knows the number of posts or the length of time.
Until then, you cannot have an avatar (picture beside name), signature, or get to post on General Chat/Politics forums (maybe not see them, I forget that part or not).
So, just have fun on the site, and sooner or later, it will happen.
There is no notification - so after about a month and maybe 50 - 75 posts or so - try again. The time and number is just a guess on my part.
It is not an automatic function.
