When a siren blows...

do dogs howl because their ears hurt or some other primeval reason?

Probably a mixture of both, dogs can hear ALOT better than humans so something that is louder and higher pitched will be ALOT worse for them. Humans can only here like half of the high pitch that dogs can(think dog whistle)

Dogs also howl to let their presence be known so they howl at other's howls and they could view a siren as a howl of some sort.

My dog equates sirens with coyotes, same with the train whistle some days up to 30 trains pass along the tracks 1.5 miles from my farm. Most times if the siren or whistle is at night the coyotes do howl, which is why my dog thinks they are one in the same.
