Small solar fence charger battery question

Ive had this solar fence charger for near 20yrs. Tried to use it on hogs, but it only tickled them. Hadnt used it since. Thought to use it on a fence to keep coons, possums ect away from my rabbits. Bought a new battery for it. Its round 2in wide 4in tall and round 8in long. Thought to charge it up before putting it inside the charger. It went from nothing to 25% in round 5 min, up to 50% in another 5 min, and for an hour it wouldnt do anything else. Its a sealed battery. Also, how do u test a charger thats not hooked to a fence. The fence is going to be built outa light chicken wire which C&P can tear up easily without a charge in it, so I wont build the fence till I got a charger ready for it.

Connect your tester to the terminals (fence and ground) and turn it on.

What are you using to charge the battery?

Treat one of the termanals of the fencer as the live wire, and the other as the ground. Tough, or short out, the 2 terminals. You don't want to use a typical atomtive type tester, as they can't handle the voltage, but if you have a fence tester that would be great.

Usta have 2 F testers round here, but havnt seen or used them in decades. Dont know where they went. I did use an auto tester, nothing happened
