Question about exterior siding

I just bought a house where the back porch had been walled in but no exterior siding put up. The insurance company says I have to get this sided in within a month because it's a liability. NO big deal, I bought the siding and was planning to put it up this weekend. The problem is now that it's raining and expected to rain or the next few days - the only real window I have to do the work.

How dry does the tarpaper need to be to put the siding up?

What kind of siding are you using? If it is something that won't soak up moisture like vinyl, I'd put it up. You do have the black paper up already don't you? <>Unk

I'm planning to put up composite, plywood-like siding. The black tarpaper is already up.
