..........IT is called Hydraulic Cement !!! It sets UP , very fast and very hard . It is very good for filling cracks in concrete , especially like cracks in Septic tanks and their lids . Once mixed you only have about 2 minutes or less to get it situated . Home depot , Lowes and most lumber yards should keep it in stock . , fordy
