If you rotate your herbicides and insecticides properly, the risk of resistance is low. Each active has a Resistance Group - you should never used actives from the same resistance group following each other (I.e. RU followed by RU, Glyphosate followed by Glyphosate) (or solely one active all year). No pesticide is a complete answer to a problem, but if managed properly can assist a farmer greatly.
This is not to say that resistance doesn't occur, even if the pesticide program has been managed properly, but the risk is mitigated. (I have designed large scale pesticide programs so I have a little background in this).
