I got one of these for Christmas and used it today. Works great and stays cool for a long time.

Anyone who can sew a bit can make their own ! Just a little fabric and the water absorbing granules found in garden centers and you are set. The granules were about $10-12 for a pound jar, but at 1-3 tsp. a scarf... you can make a whole lotta cool-dana's.

Another cool idea a friend in FL gave me. Buy some Florida Water (in the Mexican section of Dollar General) and soak a washcloth in ice water to which about 2 T of the FL Water has been added. The FL Water has alcohol that cools even more than water and it smells pretty nice. It keeps the bugs away if rubbed on legs and arms.
