You can make relatively dry shelter out of lots of stuff, just look at what people make do with in 3rd world countries. Or look to what poorer Americans used to call the tar paper shack or further back they lived in some very tiny and rough log huts and soddies/dugouts. You dont see pics, cause those kind of structures werent made to last, they were emergency shelter.
Anymore its what local authorities will let you get away with. They dont like anything they cant rake in high tax revenue on. And its in their interests to fill up government subsidized housing, always looking for subsidies and handouts from federal government.
Personally though if I needed quick cheap shelter would look for old school bus, stepvan, rv, semi trailer, or even couple extended van bodies. Old mobile homes are cheap or even give away but are very flimsy (I hate particalboard) and pricey to move. If local authorities dont have a bug up their rear, rather put up a small plywood or block shack. You can get something rough but livable up in couple weeks. Keep rain off and heatable.
