If you can locate a place to put a gage on upstream of the PRV get two pressure gages and you can see the amount of PSI the PRV is reducing the pressure. Didn't have a pressure regulator for quite a few years, installed when straightening out plumbing about 5 years ago. Never had high pressure from the utility. I do have a gauge and will check as I suspect fluctuation from them as the cause more then anything else.
We never had any ice or any outages here, all of that stayed just north in KY.
