Finding my sister?

Maybe four years ago, I found out that I have a half sister on my father's side...long story. We got in touch, and although we weren't able to meet, we stayed in touch as much as possible. We lost touch after Katrina, and I'm out of ideas as to how to find her.
She's ex-military, her husband is active Army, and last I spoke with her, they were stationed in Germany but most likely gonna' be re-stationed soon.
The only info I have to work with are their names.
Does anyone know of a military resource (or any other) that might help me find my sis?

Send a letter to the post commander. I sent one to the VA and they forward it to my Father.

Red Cross, in case of emergency, military channels in non-emergency.

For the life of me I cannot remember the name, but there is a group that helps people get in touch with military dependents. I am thinking it is through the DOD. I am sure they contact the person first and see if they want to make the contact and just don't release the info to anyone. Someone told me about it as they were trying to locate someone and I don't remember how it worked, and I also don't remember if it is for active dependents only. Now maybe that will jog the memory of a more coherent person this morning. Hope you find her.

Not a problem. my daughter is in the military.She goes on this site and finds people all the time. Any Army recruiter should be able to get on it and tell you.
