It's my understanding that tankless water heaters work on a temperature rise basis. In other words, at a certain flow rate it will raise the temperature of the water passing through the heater a certain amount, say by 100 degrees. So at that flow rate, if the inlet water is 70 degrees then it will make the exit water 170 degrees, and if the inlet water is 40 degrees it will make the exit water 110 degrees.
Do you have a link to the information that says the ground temperature needs to be at least 70 degrees? That doesn't sound right.
