My guess is a device to pick fruit such as apples, pears, oranges etc... off of trees.

you guys are good...

It is a fruit picker.
Apples, to be specific.

The owner of our local apple orchard lets customers use them instead of ladders.
(liability concerns)
I found it cumbersome and ended up just stretching reallllly high.

We had one for our orange and lemon trees in Arizona. I really miss those trees.

We've got one of them. It's a pain to use. I generally end up using it to shake the really high branches and then picking the apples up from the ground.

I once used a fruit picker just like that to pull down a mud wasp nest from the underside of my roof. It didn't work out well.
